Advocate Mahesh Kumar Tiwari has filed a petition in the Supreme Court requesting guidelines to address suicide among married men who experience domestic violence and the creation of a “National Commission for Men.”
The petition references 2021 National Crime Records Bureau (NCRB) data on accidental deaths in India, which states that 164,033 individuals died by suicide in the country that year.
According to the petition, out of this number, 81,063 were married men who committed suicide, while 28,680 were married women.
Referring to data provided by the NCRB, the plea stated that in 2021, approximately 33.2% of men committed suicide due to family problems, and 4.8% due to marriage-related issues. The petition highlighted that out of the total 164,033 individuals who died by suicide that year, 118,979 were men, comprising 72% of the total, while 45,026 were women, comprising 27%.
The petition also requests the National Human Rights Commission to address the problem of suicide among married men and consider complaints of men experiencing domestic violence.
The petition urges the Union of India to provide clear guidelines through the Ministry of Home Affairs to every police station and Station House Officer to accept and register complaints from victims of domestic violence, as well as those experiencing stress related to family and marriage issues. The petition also suggests referring these complaints to the State Human Rights Commission for appropriate action until proper legislation is enacted by the government.
The petition requests that the court issue a recommendation to the Law Commission of India to conduct research on the subject of suicide among married men who are experiencing domestic violence, family problems, and marriage-related issues. The plea suggests that the Law Commission should produce a report that would enable the creation of a forum similar to the National Commission for Men.
